Can I foster a hive?

I've wondered if beekeepers ever place hives at other folks yards. Kind of a foster home? I've noticed the destinctive lack of honeybees in my yard and others.

I have extensive perennial beds as well as a small prairie strip on my 2/3 acre lot. Many of my neighbors have gardens as well. Our neighborhood is located on the outskirts of a small town with a two farms just a few blocks over as well as a state prairie natural area four blocks in another direction. I'd be willing to host a hive so should I contact my local beekeepers club?
