Black & white honeybee???

Since moving into our rental home the summer of 2004 I've seen a lone black & white bee hovering over our back lawn in different areas like it's hunting for something. I'm sure it's not the same bee because I don't think they live that long. But it's there every summer.

Anyhow, it looks & acts identical to a honeybee! It's the same size, same fuzz, same type of wing activity but the wings are white as are every other stripe, same darting & hovering type of motion. Does anyone know if that's what it is? I can't find any information about it on the web. Or is it a fly or a small wasp?

It's too fast to get a picture of. It's difficult to keep up with following it around the yard.
