Yellow Jackets?

I noticed a type of bee or yellow jacket hanging around my two lilac trees. They are larger than yellow jackets and the lower part of the bee is yellow. I looked on the Bugguide Site and only got confused. The yellow part is solid, not striped.

They don't appear to be aggressive, but I am wondering just what kind of bee they are and if they're potentially dangerous. I like bees, but not yellow jackets!

No, I know bumblebees and these guys are much bigger and look different.
