A question on bees drawing out comb

I live in Central California and started three new colonies this year using 2 pound packages. I have installed dozens of packages over the years starting in April and by August the bees have expanded enough to draw out and fill all 10 frames to where I have to add a second deep super.

This year the packaged bees I intstalled are slow to draw out all of the comb. I can tell the colonies are growing, just not as quickly. I checked them today and they have drawn out about 5 of the 10 frames. I don't want to add a second super until they have drawn out at least 8 frames.

My question is, Is there something I can and should do to get the bees to expand or draw out the combs faster? They are filling the brood chamber with both brood and honey. Or should I just leave them be until fall and then give them suger water in late fall for winter food storage? Is there something I should give them to stimulate more brood production? Is it too late in the year to do that?

I appreciate any suggestions.

If they are just storing honey in the usual pattern around the brood and not filling the super to a point where it's becoming honey bound, You might try feeding them. They might not take it if there is a strong flow, but if they aren't bringing in enough to take care of the brood and draw out comb, it may help.
