go bees, go!!

a friend has had a couple dozen honey bees that have lingered by the side of her house for two weeks or more. They linger near the ground (no flowering plants around) by a sprinkler head that hasn't been used for over a year (dry!). A visitor has been stung & she is afraid her little dog will get stung also as the bees hover near the ground. Desperite, she has bought sprays to kill them (!) but nothing seems to work & they are still there & no dead ones. Any ideas how to get rid of them or what spray to finally use? She had heard they sometimes do this when looking for a new place to start a hive but why are they still here?

Also a second ? ... I have huge black bumble bee-like bees in my wildflower garden. They look like a bumblebee but seem to be solid black ... are they also bumble bees?
