No, it's not to late to start a hive then. You might check out beesource.com for their list of beekeeping organizations in the area you are moving to. They are a good resource of information and local contacts.

Don't know if this will help, or where it will get you, but there appears to be a beekeepers club named the "Southern Adirondack Beekeepers Association" in the Albany area. The location I found was something called the Cornell Cooperative Extension Ballston Spa. Does that make any sense to you? Afraid I don't know the area, but I found it at the link below. There's an email address posted there for more information.
