Temerature required for seed germination.

Hello everyone, new member here, first of all HAPPY NEW YEAR to all.
Had some nine plants from forty seed sown last year, would like to do better this year, confusion over temperature required. Supplier states on packet 27 degrees C, all my books a lot cooler at 20 degrees C.
Can some friendly enthusiast please help.
Artifical lighting, can normal lighting tubes be used to provide extra light at this time of year.
