Stubburn Begonia...

So, we have this begonia. We're not even sure what type it is. The only time it blooms is during the summer when we move it outside on our porch, even then it only gets on rather small cluster of blooms on it. We have tried sticking hands full of fert. for blooming plants on it but, even if you cover the surface of the soil and water it in well, it doesn't bloom. How do you get a stubburn Begonia to bloom?
