David Thompson tuberous begonia advice

I've started new begonia tubers from Antonelli/Golden State this spring and want to save the tubers in the fall. There is a site where you can order tubers that was recommended several places run by David Thompson. Much of it was new to me (and not promulgated by Antonelli at least, where I've always purchased). For instance, he says beginning in early Sept. you should remove all buds and new growth so the tuber will start to rebuild itself for next year. Any thoughts from you all? Another thing I've never heard of was to place the cured tubers in plastic bags and store them in the refrigerator over the winter. My frig, at least, gets too cold I think. Any of you tried this vs. finding a cool, dry place in the basement? I must admit I can't think of a single spot in our house or garage that stays at around 40 degrees in winter. The garage gets colder and the basement is warmer.
What do you all do? Ever followed his cultivation techniques?
