Wax begonias surviving winter?

Walked by a neighbor's house today and saw new life emerging from the dead twigs of Home Depot variety semperflorens or wax begonias they had planted last year. Some even had flowers so I know they weren't weeds. We, like most of the country, had a very mild winter but we definitely had extended periods in the 20s and an overall low temp of 14 degrees. So, how is this possible? I thought begonias die in even mild winters outside?
