New to SoCal, New to Tuberous Begonias

I asked a neighbor about a plant in her garden: all beautiful leaves, never a flower. She said it was a tuberous begonia and she gave me a cutting. The cutting is doing so beautifully... that was easy!

Now it is November here in Southern California and I don't know what to do with this beautiful but never flowering plant.

--- if it doesn't go dormant, should I make it happen (bring it in, put it in the dark, stop watering it)?

--- should I take cuttings now, or in the spring?

--- should I chop all growth off and make it back into tubers, and store them?

I don't know anything else about the plant... its specific name etc, or even what color the blossoms will be! And I don't know Southern California enough to understand whether the plant will die back on its own (it doesn't look like it ever will). Please advise! I look forward to a million baby begonias blooming next year!
