New to Wetland Gardening - Help needed

Hello everybody - I'm looking for advice. I have a very very wet spot at the bottom of my front lawn where I planted a baby willow tree two years ago. The tree is so happy there that I decided to build a garden around it. Have started to amend the mud with sand and peat and putting in water loving plants - monarda, globe flower, spider lily, and louisiana iris to name a few. When I started digging, I noticed a table of water underneath. I'm not sure what to make of this - is it a spring or just too much water in the area? What do I need to watch out for as I'm digging in the mud? e.g. bacteria etc.? What additional soil amendments might be needed and last but not least, plant ideas are welcome!

Spring seep should remain a relatively constant 52 degrees.
