rotted logs for peat in bog garden

I have a non-working pond with a liner covered with gravel that I want to convert to a bog garden. There must be a leak in the liner as it doesn't hold water. Should I remove the gravel to find the leak? Should I remove the gravel in any case before I fill with peat and dirt? And can I use rotted logs in place of peat? Please suggest ideas for planting. There are two small cut leaf maples overhanging it, so it should be something low and non-tropical. Sorry for so many questions at once, but hope to hear your thoughts..
