i am totally new to bog gardens
i am not even sure what zone i am in because up till now i have been growing indoors (orchids, carnivorous plants)

i was thinking of using a kiddie pool and wanted to plant the black elephant ears and the purple pitcher plants

would that work? and what kind of soil should i use?

Those two plants require totaly different soils and nutrient requirements. Elephant ears require more moisture than some plants but not bog type moisture. They would rot pretty quick.
