Can anyone offer some advice?

I have a border next to my townhouse that isn't really boggy & wouldn't be wet - except - from mid-May through mid-October the condominium complex turns on the lawn sprinklers. They go on for about 30 mins. every morning around 4:30 am.

I have absolutely no control over this. It's brutal to the plants I've tried to place along the bed's border!

I want a blue perennial ground cover or low plant that would go at the front of a border. I thought I had my problem solved when I planted Roseanne perennial geraniums, but in their third years they've succumbed to fungal infections. They were perfect!

Now they're gone...... :((

This spot is most likely moist enough to grow Iris, but they don't bloom for very long. I strongly suspect Astilbe would be fine, but they aren't blue.

Can anyone suggest something??

How tolerant are Scabiosa of water?
