dwarf Cattails don't make catkins

I have had dwarf cattails for about 5 years maybe 7.
They made catkins (sp??) the first year and never
have since.
What am I doing wrong?

| They have to get very cold before they will make the fuzzy stuff. Someone told me, at the end of winter, put them in the fridge for 2 weeks and then replant them. I haven't tried it though. |
