Need Suggestions

There is an area in my yard with poor drainage. It is constantly wet. What can I plant there that blooms and looks pretty? I'm open to shrub type plants and even small tree type plants. It faces the street and there is a dreadful Homeowner's Association. The color can not be blue, but all other colors are OK with them.

This area NEVER dries out even in the hot summer days.

The shrubs that are there look half dead. Too much water!!

You can grow a lot of plants in an area like that,Cannas,Heucheras,Caladium/some Iris's, Hibiscus and Astilbe. Go for it and it will be beautiful!
