Is fennel Monoecious?

| Apologies if this is the wrong forum, and hello from a new member.
Each fennel seed head seems to have a dead flower head with no seeds next to it. Is this the remains of a male flower?
I searched the web and found nothing useful (I am a non-botanist and so get lost quickly in the jargon).

| Fennel isn't monoecious AFAIK. Each flower should have an ovary and stamens. |

| Fennel, Foeniculum vulgare, is almost always monoclinous (hermaphroditic) but occasionally is andromonoecious (having male and hermaphroditic flowers). |
