Is fennel Monoecious?

Apologies if this is the wrong forum, and hello from a new member.

Each fennel seed head seems to have a dead flower head with no seeds next to it. Is this the remains of a male flower?

I searched the web and found nothing useful (I am a non-botanist and so get lost quickly in the jargon).

Fennel isn't monoecious AFAIK. Each flower should have an ovary and stamens.

Fennel, Foeniculum vulgare, is almost always monoclinous (hermaphroditic) but occasionally is andromonoecious (having male and hermaphroditic flowers).
