I think that 'Norman Bates' is a reference to the main character in the movie Psycho. Maybe an attempt to stay in the movie murderer theme with Hannibal Lector?

The names Noman Bates, Clarise, and Hannibal Lector are just part of Chester's unique sense of humor. Just like 'Moon over Fort' Dix and 'PHITS'
