Mount a dehydrated Aechmea?

I am new to bromeliads... I just obtained a aechmea blanchetiana that is completely dehydrated and devoid of ANY roots. Can it be put in a teak basket with tree fern cubes or should it be potted in a loose mix 1st to try and get some roots started. It is a ingle trunk? Should the lower (brown, dead) leaves? be removed or left intact? Tia Ken

Roots aren't necessary but they do help. Remove dead leaves and plant pretty much anywhere that is well drained and secure. You don't want the plant flopping about.
