Time to move outdoors?

Couple of questions here:

I am in Zone 6b all the way up here in Cape Cod, Massachusetts. I overwintered some cutting that have been growing in a basement window. The temps have been making it into the 50's/60's during the day, but dropping to the 40's at night.

I previously read that a Brug doesn't like temps below 50? When is it safe for me to permanently bring them outside?

Secondly, to help them grow tall, do I cut off the side branches as they develop to help promote taller growth? Until when?

Lastly, I recently purchased some really large pots. (24" Diameter). They are currently in maybe a 6" diameter pot. Is it ok to go from the 6" directly to the 24"? Hoping this will help it explode into growth?
