pot size advice for well-rooted cuttings

My overwintered cuttings are currently in 1 gal pots looking fine. (about 24"-30" tall from ground). They are acclimated to sun (very warm spring this year) and frost danger is past. Time to pot them up and get the show going.

So, I usually pot them right up into their season-long 14"-16" or so pot. But it really goes against "the rules" about potting up an inch or two at a time. I could try stepping up the sizes gradually.

What do you do? what size?

Risk of overpotting is too much water. Is that a legit risk for a brug? Risk of underpotting is handling it later when it is bigger (maybe have breakage, top heaviness).

Some plants bloom better when somewhat rootbound. Is that true for brugs?
