Are the brugmansia leaves poisonous as mulch?

I'm new to gardening and new to our home in Northern California. There is a well-established brugmansia that covers a 5' x 5' area of dirt that has no plants growing in it. We leave the fallen leaves where they lie so that the ground can have a mulch cover. I know it is a poisonous plant if ingested, but will the leaves left as mulch affect the soil in the long run? We would like to plant vegetables under the tree but won't dare do so if the soil is poisoned from the decomposed fallen leaves.

My question: Do poisonous leaves add poison to the soil on which they decompose?
