Sam Question.

I have a Sam growing but not much. Is Sam a small plant or is mine just not doing well? Mine is about 18" tall and nice and full and green but just doesn't want to get any size to it. It also has small leaves. I think it has "Y"ed but nothing yet.

It's a small plant. Mine has 2 years growth (I didn't cut it back last fall) and is only about 40" tall but the blooms are average size.
