Margaret are they rootbound in the cups? If not, I'd leave them until necessary, preferably until spring. If you do have to transplant I wouldn't go larger then 1 gal and make sure you use a very well draining mix. I'd water them in with something that contains B1 (like Superthrive) to prevent transplant shock and promote root development. I wouldn't feed for about 10 days. Good luck.
