What's this on my milkweed?

I am new at trying to have a butterfly and hummingbird garden. We have lots of both, and I was so hoping to have luck with monarchs, but I have a sinking feeling that my milkweed was devoured by something bad :(. I also have some orange Asclepius in another part of the yard and I noticed the same worms on it.
