Inexperienced with cold stratification

I have been cold stratifying seeds for Asclepias verticillata (whorled milkweed), A. viridis (spider milkweed), A. hirtella (tall green milkweed), and A. incarnata (swamp milkweed. Outdoor daytime temperatures here in central Alabama are varying between 60 and 80 degrees F., with nights falling into the 30s-40s. Is it time to plant? Should I start the seeds indoors? What's the best way to germinate?
