Starting Tropical Milkweed from seed?

I saved a bunch of seed from my tropical milkweed plants last year. What's the best way to get them to germinate?

I'm having trouble remembering what I did last year and like a fool I didn't write it down. I think I started them in paper towels and transplanted them into soil once they germinated, but I don't remember putting them in them in the refrigerator at any point.

My question is what's the best way to start the seeds?
Directly into soil?
In paper towels and then transplant?
Some combination of the above with a refrigerator involved?
