I've raised them before, and I used either a few inches of clean leaves or what appeared to be clean dirt for them to burrow in.

But beware! Tobacco hornworms get parasitized by more than just braconid wasps. Jillions and jillions of tachinid flies emerged instead of a sphinx moth. It was GROSS!!!!!

I was hoping that you would go to this link and see the information. It says they will pupate under paper towel, but to be careful not to move them until they are hard.
