Do I need shrubs or trees for monarch chrysalides?

I saw my first monarch cat this week, on a stem of prairie dropseed. This is in my front hell strip, which is mostly grasses and then various short wildflowers like Asclepias tuberosa and Baptisia bracteata. There are no shrubs anywhere around, and the nearest trees are either a linden on the other side of a sidewalk, and a big old oak about 30 feet farther down the strip in the neighbor's yard.

Is this lack of woody vegetation going to be a problem for monarch cats looking for a chrysalis site? Should I be looking for a low shrub to add to the strip?
