Cactus leaning over and leaking

Two days ago, the outside temperature dipped really low (at least for Atlanta) and the cactus which had been standing sort of straight and started growing a new bud suddenly collapsed. While taking pictures to post one arm fell off. Is it savable? Note: Over the years it has been knocked over by various cats, each time resulting in a new bud.
