Epics: one rest cycle one growing cycle on occasion the two cycles can happen twice a year ( not always )

Problem being is your cactus is from the opposite side of the world, IF your winter growing conditions where ALOT closer to the plants spring/fall tropical areas your chances of seeing flower buds today would be possible

Should you move it ? yes but move it gradualy to a brighter location.
Some cuts ( in red) are left as suggestion would toss them if mine Also left root these pieces into a newer/different/smaller pot in blue area.

Small thought I wonder :
Most people with less than ideal growing conditions for certain epics ( this type) proberly take efforts to Hmmmmm NOT grow them over winter.
