Help! Need advice on saving a cactus

I rescued this cactus from the discards last year. It rotted off over the winter. Any advice on saving it is appreciated. I don't have cacti, just succulents, but couldn't resist this one. It needed a home. Should I cutoff the bottom, let callus form and add rooting hormone? Any advice is appreciated.
