Definitely a hybrid. There are so many ruffled hybrids these days it's hard to tell! Some of them look similar at certain times of year and completely different at others. Might be interesting to see if it gets more color over the summer!
Stan, your Echeveia is E. shaviana or a hybrid thereof, like E. 'Frills'. Not at all like the one I pictured. Yours will remain a blue glaucous color. With lots of sun, it will "bleach" somewhat.
