Are there drainage holes in that...ummm bucket (??)
If not i suggest you repot into one that does or drill holes .

Possibly Echeveria pulvinata 'Ruby' but your leaves look more pointed. ?

I guess its a streatch to think someone would recognize this plant... since it is not popular here in the states.

It is as Jojo says, Echeveria pulvinata 'Ruby'. Red Velvet may be a common name used in some places. It could could a bit more water than you've been giving it.
