Is this semp getting ready to flower?

Hello, I am making my first foray into growing Sempervivum this year. I recently planted this one (labeled Sempervivum "Hey Hey") and now it is putting out what I originally though were offshoots except from upper parts of the plant rather than the base. Are these actually flower spikes?

I also have this S. arachnoideum that is getting kind of leggy - I looked on some other posts in the forum and am thinking it just wasn't getting enough light - it was partly shaded by another pot and I fixed that. Any other thoughts?

It looks likes the second one is going into flower, at least those heads that have rockets on them.

Oh, I didn't realize that multiple rosettes would flower at the same time! It will be interesting to see what happens.
