Help with struggling Haworthia bayeri

Hello, all.
i received this plant about a month ago, bare root. It is now planted in a mix of turface and pumice. in my limited experience, haworthias usually recover some degree of turgidity in a month but this one is looking progressively worse. I have been watering it in sips weekly. The other haworthia in the same order, on the other hand, is doing well.
What should I do? Should I stop watering it? Maybe I jolted it out of winter dormancy and it's now slowly dying of shock? Should I put it on a heat mat, under lights? I've never had this problems with a new haworthia before and I am clueless.
