Help: Cactus new branches turning yellow

I noticed this week yellowing of small branches near the base, most of them have dried dead. Two branches are light green from top. Could this be overwatering. I water once a week, till it runs out the drainage holes. The plant is outside on balcony with temp range 103-104F South side. Gets very hot direct sun for 3-4 hours. Those are just vestigial leaves dying on your Opuntia (which is in soil which needs more drainage). That's no real concern, but I'd modify that soil so that it's more porous.
