Baby Graptoleptalum (i think) Needs Help

Hi! I was given this baby succulent as a gift 3 months ago, as you can see, it has lost a significant number of leaves and the remaining leaves do not look as rounded or 'meaty' as before. I made the mistake of watering it more and more when the leaves started drying, curling at the sides/ turning yellow and falling off. I re-potted it the first time 2 weeks ago, but they kept falling out of the soil so I took it out of the soil and noticed the lower part of the stem on one of the branches limp and squishy so I cut it off - was that the right thing to do? Will new, healthy roots eventually grow back?

I have not watered it since re-potting it (again) a few days ago - or should I give it some water so new roots will grow out (the new soil is completely dry)?

I would really appreciate any advice/ suggestions... I fell in love these little fellas and am determined to nurse them back to good health. Thanks so much in advance!

P.S. Is this indeed a Graptoleptalum?
