Got pictures? That might be a good guess. I find that the pups were probably shaded from the sun by their mom and need to harden them selves to the sun and develop a good root structure. One could put a cardboard sunshield up and see if that would help.

Yes I'd put them in the shade until the rainy season starts. They are trying to shade themselves by turning inward.
