Slim chance as the base is also looking a wee bit rotted but it might be able to re-establish new roots.

Sprinkle household cinnamon on the bottom & then shake off the excess.

I'd pot it up DRY & do not water for at least a week. The cinnamon is a natural antifungal, the idea is to try & stave off rot long enough for the plant to re-root. Don't bury it very deeply, it may help to use several rocks to hold it upright & in place until it roots.

These plants do best w/ neglect or close to it, so in these cases, the less fuss the better.

Also, when it comes to watering succulents, we say, when in doubt, don't.
