Black bugs on cacti?

I was bought a couple of cacti and they have been doing great these last few months. But when I watered them today I noticed quite a few weird black bugs. They're small and I don't think they can fly? I have no idea what they are. Thrips perhaps? Anyway, I have sprayed the plants with a mix of soap and cayenne pepper in water, like I do for mites on my citrus/orchids, but I don't know if it will work on these?

I have attached a couple of images. I'm sorry they are quite blurry and none too clear, but thought they might help? I appreciate any ID!

I use mixed water and dishwashing soap for every bugs in my plants including edible plants. Not sure if this works to solve your problem.

Anothing thing, what about if you clean those bugs, picking them up using tootpicks n kill them? I did that to some bugs (forgive me for killing living things).
