Rooting a cactus can take months. Sometimes they begin to root without any soil, other times, placing them on top of a well draining potting medium will promote rooting.

So would you suggest at this point I trying it on potting medium? It's going well, however there is a few stress lines on the sides It's laying on cause It's pretty heavy.... I'm thinking it needs to stand up, just want to make sure I'm not doing more harm then good by standing him up

Stand it up, slightly in the soil mix, make sure the area it's going to be in is warm (bottom heat, like from a sun-warmed concrete space, is ideal), and mist it (the plant) every few days. Given that you're in winter, it's not an ideal time to do so, but it can be done.

I didn't realize you were in Australia...Follow Jeff's advice and your cutting will be fine. Just don't water the potting medium itself until you have roots.
