Are these....dead? Sago Palm and Semps

Hey guys

1) I have many semps. They were and still are chicks. I bought them late last year and kept them indoors till late spring. They were grown down south and I didnt want to put them in the cold all of a sudden. But it seems many dried out and died? I watered them once or twice a week when they were indoor. As you can see in the pics, some semps have grown really really nicely when I put them out, others didnt change at all.

2)I bought a sago palm that was on clearence. Its lower needles were yellowish. Im not sure if it was over watering or low light. But I bought it. Its been outside in the heat and sun for almost 2 months. It has not grown at all. When I bought it I changed the soil too. It had deep roots. I should post a pic, Ill take pics tomorrow.

In both cases my soil is perlite, lava rock, pea gravel and succulent soil. It drains really well and its in the balcony. So the only water they get is when I water them weekly.
