rooted echeveria, but no rosettes

I'm trying hard to propagate echeveria leaves. I've got them to produce a lot of roots, but they're not producing rosettes. What am I doing wrong? Some cuttings have shriveled, have many roots, but still no rosette. Are these alright or can they be saved? How can I get any of them to produce rosettes?

The pictured one is "toast". I have experienced this several times...not sure why some Echeveria produce plants while others whither and die. You probably aren't doing anything wrong... it's just the plant!
