Echeveria propagation

Hi everyone,
So I had this posted in a different section and no replies, so I figured I'd ask here as well.

Anyway, I just pulled off a couple of leaves from my Echeveria 'Perle von Nurnberg' and I'm going to let them callous over another day or so. My question is whether the leaves need soil to root? I've read that people usually stick the leaves in soil and keep it barely damp. I don't want to risk them rotting as its fairly humid here, so if I can avoid soil for now I will. Can I leave the leaves in the shade on a table or whatever and they will grow roots?
