Variegated Agave leaves laying flat

I have two variegated agave (I think that's what they are).

One looks normal:

But the other one has a bunch of leaves that are starting to lay flat.

I'm wondering whether this is normal or if the one with the leaves lying flat is receiving too much or too little water? My gut tells me too much (these are on the same circuit as the rest of my Mediterranean landscape plants) but when I put some water on it with the hose I noticed a ton of ants coming out with eggs. I'm wondering if they've built a nest in the root zone and are depriving it of enough water?

Any suggestions welcome.
