Yes it does bloom, but usually needs be a lot bigger.

It has been my experience that it took several years before mine bloomed,and then the flowers weren't that impressive.I ended up giving mine away.
And yes I agree ric rak cactus.

It looks like my ric rac cactus. Mine is in mostly shade. Got it months ago and has grown a foot or so since. Also a piece broke off and I stuck it in the same pot and now that is growing nicely. Same with a cylindrica Sans I got earlier this year. Seems like the plants that I don't fret over grow the best.

There is different types of Ric Rac blooms. From white to pink. Mine blooms pink and I love it! I would have to say the blooms are very impressive! I've bought a second since getting the first and it bloomed!
But it does take a few years for them to start blooming. Till then though, you have a pretty cool houseplant!
