It's a succulent. It won't need much water. It makes me think of one they can hens and biddies here. Kinda like hens and chicks. Although it looks nothing like the hens and chicks I'm used to being from PA.

This is a very etiolated (stretched from lack of sun) Echeveria 'Perle von Nuernberg.' It needs to be slowly introduced to much stronger sunlight. It also looks like it is in a very moisture retentive soil. A good start would be to get some cactus/succulent mix and add 50-70% perlite, depending on how humid your climate is. In the long run, you will want to upgrade to a grittier mix. You can find many recipes on this forum. I have also found a local nursery that makes a good gritty mix, so you may look for something like that in your area.
