It would definitely depend where you're flying to. It might depend on the size of your cactus. It might depend whether the cactus is in your checked luggage or a carry-on bag.

It would depend on Texas's agricultural regulations, which I am not familiar with (and possibly any other states where the plane would stop before your final destination). Briefly: many states are trying to keep out insects/bugs/disease organisms/whatever which might wreck their agriculture industry.

So even though a state might be concerned about a type of plant totally unrelated to your cactus, their laws might also prohibit bringing any dirt into their state. The last I knew, California would not allow any living plants or any plant material to cross its borders: that included fruits and veggies -- maybe even the lettuce in half a sandwich that you hadn't eaten yet.

It could also depend on whether the TSA worries about your cactus being used to conceal a weapon -- or being used as a weapon.

And that's all I can tell you. I haven't flown for 8 years, and I haven't flown with a plant for so long I don't even remember when it was or which plant.
